In 1977 graduated from the Kharkov Engineering-Building Institute with a specialisation in architecture. In 2006 graduated from the Irkutsk National Research Technical University with a specialisation in open-pit mining. From 1997 to 2007 worked at the Vostsibgiproshakht Institute as: engineer, team manager, chief technician, head of architectural and constructional department, chief engineer. Since 2007 works as a chief engineer at the Irkutsk Research Institute of Precious and Rare Metals and Diamonds, Irgiredmet.
Mine building and commissioning. Responsibility and risks.
Building regulations have been dynamically changing over the past few years, including replacing licensing by competency certificates issued by self-regulating construction organization (SCO), developing and constantly updating requirements to design documentation structure and content, introducing new definitions, for example, engineering design, hazardous facility, technical customer, structures built without the requisite legal permits and approvals, etc. Building permitting, building inspection, building supervision and commissioning requirements are also tightening. The report analyzes different options for independently performing the full range of mine building and commissioning activities by a mineral developer (investor), and capability of engaging specialized organizations in performing this work or its individual phases. The author considers requirements which are imposed to a contractor (experience, credibility, availability of technical staff, equipment and certificates etc.), responsibility issues and potential risks. An option of engaging a single contractor, technical customer, for performing the full range of investment project activities is studied. Possible functions of a technical customer are considered, customer’s responsibilities and obligations towards an investor, assignment of functional duties and mutual risks are also analyzed. Issues of building inspection and building schedule compliance control practices, systematic reporting (on a daily or weekly basis), including photofixation of completed works, on-line decision-making process are shown through the example of a mineral processing plant building with the involvement of JSC Irgiredmet.
